There is a solenoid that locks the shifter in park till you step on the brake. You should be able to hear it click when you step on the brake. Is your shifter on the column or on the floor? You will find it on the linkage between the shifter and the transmission. You will probably need to replace this soleniod unless you disable it. However that switch is there for safety and should be replaced.
