I have a 99 Ford Escort. The check engine lite comes ...

I have a 99 Ford Escort.
The check engine lite comes on and it iddles fast when I come to a stop. It idles fast for about 5 seconds and then kicks down. I have had the code checked. The code is an Idle Control Overspeed Error. I've changed the IAC Valve, and there no visible vacuum leak, for some reason the computer is sending too high values (wrong information) to that valve. Something is wrong around the idle control but looks like is not the valve. Any advice would be appreciated.
