Hi. A moron friend of mine offered to help install a new radio into my 1999 Honda Accord EX. He cut the wiring harness off when I wasn't looking and blew a bunch of fuses. Since then I have had no instrument panel lights. I got a new wiring harness, an Accord wiring schematic, and a proper connection harness for the radio. I had these installed and was told this would probably fix my lighting problem but has not. What is my plan B? Any suggestions please?

Optional Information:
1999 Honda Accord 4 cyl

Already Tried:
Changed fuses, bought and installed new wiring harness, installed harness for radio. All other interior lights work except instrument panel. Bulb appears not to be blown as the lighting panel flashed on for a moment while the new harness was being installed. Thanks
