What would cause my car's lights to pulsate? It was at first a little flicker but it getting worse.

My 1995 Chevy beretta started out with the lights just barely flickering and it has continually gotten worse so that no they are almost continually pulsating. You can see it in the headlights, dashlights and even in the needle for the speedometer. They never have gone completely out. Any ideas?
