Why wont my 1990 Dodge Daytona start?

When i turn the key the only thing that happens is i can here the fuel pump turn on. There is an unplugged wire that comes from the positive side of the battery. I dont know where the wire plugs in at.

Already Tried:
i changed the battery and replaced the starter relay.

Reply to Davo/diablo666's Post: I dont know what the wire that is dangling down plugs into. the end of it is green and it is connected directly to the positive side of the battery, and runds under the car by the starter. If i knew where the wire was supposed to be plugged into it might help greatly. thank you.
