break line for 1995 sedan deville

sorry its a 1994,,,,,anyway.my breaks were working great and then one night mthe pedal went to the floor,,,,,,no breaks,there was fluid leaking out on the bottom...rusted break line.ive had this car to 4 service places and they all say they cant do it,need a special tool to bleed the abs.anyone got any ideas,thank pat,,
