I just bought a 99 cougar. The horn,delay wipers,and the turn signal cancellers do not work. Also, the air bag light is flashing. All fuses are good but I do not know hoe to check relays.

That sounds like a bad clockspring. That's a component in the steering column that is responsible for supplying uninterupted power to everything in the steering wheel. It's not DIY project becaust the airbag is very dangerous.
