What may problem be with rke transmitter on Chevy 1999 ...

What may problem be with rke transmitter on Chevy 1999 Lumina. Tried to reprogram 2 working rke transmitters using following procedure.
1- short rke transmitter plug to ground -done
2-listen for door locks to lock & unlock signalling rke system in xmit mode - done
3- press and hold lock/unlock buttons simultaneously for 10 seconds. doors lock and unlock to signify programming is complete - Nope
The final step does not result in door locks locking and unlocking. Remotes do not unlock/lock. Tried checking fuses, but nothing is burntout.
What might be the problem?
Car has built in alarm system. Can supply Veh ID if necessary.

HOLD BOTH LOCK AND UNLOCK DOWN FOR UP TO A MINUTE DO THEY CYCLE WITH PROGRAMMING CONN GROUNDED? CHECK BATTERIES IN KEY FOBS?

Reply to Dan's Post: I originally bought a ysed fob and did the procedure. Put a new battery in it and tried again. same result. The old battery tested as OK at radio shack. Sent the used fob back and bought a nrw one. Have not checked the new fob battery, but will switch batteries and try again.

I will try that this afternoon. Never heard or read that time frame anywhere. If it works I'll double your payment, ie, 5.00 plus anothe $5.00 bonus.
Kid gets home about 5:00 from school & work, so I'll try it then.

Also, followed the programming directions to the letter and while the programming connector was still grounded.

This did not work. Even though the key fov is new, I will try a new battery. Otherwise, any other ideas before I go to the dealer?

Sorry to take so long. I thought we were done.

None of these procedures worked.

I am able to short the connection and get a lock unlock of the door locks. I have tried the procedures 5-6 times to hold both buttons down for 1 1/2 minuted. The door locks do not lock unlock to show programming complete, nor does the remotte lock or unlock the doors when used.
I returned the remote device and bought a new one online. Went though the same procedure and can't get the remote programmed.

Since you have a new transmitter we can be somewhat certain that the transmiiter is ok. I will send diagnostic information for the remote keyless entry not working. It sounds like there may be a problem with the module. Either the antenna is not making a good connection or there is an internal problem with the module. I did find a tsb refering to radio signal interference also. Have you tried to program them in a different location or has it been in the same location each time? If it has been the same location go a couple of miles away to a different location and try it.

Perform this procedure when the following conditions exist:

  • A keyless entry transmitter is malfunctioning
  • Before programming a keyless entry transmitter
  • After replacing the batteries on the keyless entry transmitter.

Press and hold the UNLOCK button and the LOCK button simultaneously for 7 seconds in order to resynchronize the transmitter.

If the keyless entry transmitter is desynchronized within range of the vehicle, the door locks will cycle. This action indicates that the resynchronization was successful.
