gas pump fuel ford

I have a 1982 Ford mustang 302. It keeps hesitating and cutting off. While even driving down the road. I have changed the fuel filter, and I have changed the fuel pump twice. It still just dies. When I look under the hood there is no gas in the fuel filter. What could be the problem?
