my 1990 dodge dakota has ignition problem...turn the key, accessories turn on but then nothing...the starter doesnt turn over, no click from the coil, nothing....replaced the ignition switch to no avail..any ideas?? also, when the ignition is in the on position, there is a high pitch whining under the hood..????thanks in advance for your time

Have you tested the battery fto make sure it has the proper amount of voltage and amperage?
