1994 Ford Tarus 3.8L Can you install a piston rod assy. from the botton side with the crank out of the block

No, it is meant to be installed from the top side down, if you have to do this type of repair, you will want to pull the heads anyways, as the head gaskets were notorious for going bad on this engine, also replace the front timing cover gasket as they also leaked coolant into the crankcase and caused bearings to spin.
