New tires

Okay, just bought four brand new tires. There are two dots on the sidewall, one which I believe is soild red and the other is a yellow circle. What do they mean? I am assuming one is for the location of the valve stem and the other for the weight when balanced. Is this correct? And if it is, what difference will it make if the valves and/or weights are not properly located? Please HELP! Thank you!
