Sounds like a problem with the EEC relay or it's power supplies. that relay is responsible for powering up all of those functions.

Reply to Hammer Time's Post: check that relay and it is working, this has been a major problem trying to find out what is telling the ecm to shut down the fuel system, if you have any other suggestions I would be glad for the information, THANKS.

There is nothing in the computer that shuts down the fuel pump. That is merely the default status of a circuit that is not being energized by the proper inputs, mostly supplied by the EEC relay. How did you come to the conclusion that circuit is operating properly?

The EEC relay is energized by the ECM supplying ground when it sees a reference signal from the distributor. You would have to test it but a bad pick up in the distributor could prevent that.

Here a schematic if it helps you.
