retained accessory power chevy blazer

I have a chevy blazer 2004,V-6 engine< automatic transmission, 50,000 miles and it has a feature called "retained accssory power (RAP)" and it is no longer working and i can not figure out why....i have checked fusesand read the manual that came with the blazer. Do you have any ideas??
