Question

Volkswagon will not turn over

I have a 1996 volkswagon Jetta. I turn the key to start it; all the lights come on but nothing happens. The battery is 1 day old, all connections are in place. Light and everthing else works. I don't click or anything

You need to test for 12v arriving at the small terminal of the starter when thhe key is in "start" position. If the signal is arriving, that would indicate the starter is bad. If not, the problem is elsewhere in the circuit.

The starter only has one termianl. Connected to it are two wire, one from the positive lead of the battery and the other wire leading to the alternator.

Checking the volatage from the positive batter lead to the alternator, I get 0.00 but when I switch to the negative lead of the battery, the meter registers over 12 volts.

Of course.

There is another small wire attached to the starter. It may be a few inches away from the main cable but it is there.

Your are correct there is a solid sense plug held on by a clip; leading from the starter to the alternator. I take it that the sense plug is what you are referring. How do I test a sense plug using a volt meter?

Just find a way to make contact with the meter clip. Stick a paper clip in there to make contact if you have to.
