I have a 1990 Eagle talon TSI. As soon as my ignition is turned to the on position The all of my dash cluster, headlights and parking lights turn on. Is there any way I can fix this?

 

Optional Information:
1990 Eagle Talon TSI 2.0 DOHC turbo

Already Tried:
Replaceing bulbs, checking parking brake operation, Checked for crossed wires.
