flat spot on my goodyear eagle ga tire

my 2001 impala has goodyear eagle ga tires on it . these tires only have 4,000 miles on them and the left rear has got a flat spot on it and i was told that this happens when you lock the brakes up or the car sits in same spot for a long period of time. neither of these apply to my vehicle. this is equipped with abs, the last part of my question is if your car has abs and the brakes lock up wouldn't the other rear tire show the same wear?
