The brakes lights are the reason the shift interlock isn't working. It works off the same circuit. You need to use a test light and check for power on both sides of the brake light switch. It should have constant power coming in and power coming out when the brake pedal is applied. If you have no power at all, you have a fuse problem. If you get power on only one side, you have a bad brake light switch..
