I also have been given some information from steve7654 about what he has seen with simaler problems, this is what he said- 99% of the time the combination of symptoms they are experiencing is due to a defective instrument cluster printed circuit board. The board is available from Chrysler for around $95 or so separately from the rest if the instrument cluster. We (and also our local dodge dealer) have fixed several vehicles with this set of symptoms by replacing the board.
There is a self test routine they can have run with a DRB to check IPC response also if they want to double check to make sure it is in the IPC.
