tire issues

I was involved in an accident, there was heavy front end damage to my car. The insurance company had my car fixed, however when I picked it up, I noticed it was pulling to the right. I contacted them, they said at my convenience to bring it back in. It was weeks before I had the opportunity to do so, and now they are telling me that they won't fix it because the tires are all worn (which they were in perfect condition before the accident), and that there are broken belts in the two front tires. My question is, how likely is it to have two tires with broken belts? And could it have been caused from the accident, or because of the way the car was pulling to the right after they repaired it?
