cracked exhaust manifold

I have a cracked exhaust manifold on my 1995 Dodge Neon. My friend is a certified welder. Can he weld this and fix the problem of my car passing emission tests?

 That won't work. It's made of cast so there aren't many welding options and it sees such extremes in temperature from hot to cold, it has way too much expansion and contraction for anything to hold
