headlight adjustments

How do you adjust headlights on a 1999 Plymouth breeze as they point down to the ground just in front of car?I notice there are 3 adjustments on a headlamp. one in the middle with a bubble and one on each side. When I drive at nite the headlights don't light up the road completely. It seems to just light up about 6 ft. infront of the car? Need all the help I can get. Thank you.
