I have a ford escort and was told that the variable cam cycinoid was

I have a ford escort zx2 that had a new cam shaft repaired about a year ago. Then in the spring this year my car started running rough and the check engine light would come on. I drove my car almost 100 miles to a repair shop that could not find the problem. I then had it towed to a ford dealership who stated that I needed to have this cylinoid replaced at 1200.00. after the repair the car continued to drive rough and the light would come on. My question is if this variable cam cyclinoid was stuck wide open would I have been able to drive this car?
