1994 Ford Explorer. Fuel pump won't shut off when ...

1994 Ford Explorer. Fuel pump won't shut off when key is turned to on possition. Truck will turn over but not crank, I am getting fuel to fuel rail. I put in a new fuel pump and I am having the same problem. Also changed fuel filter and fuel pump relay to no avail.
Please help! The Emergency Fuel shut off switch is not tripped.

 

Optional Information:
1994 Ford exporer v-6

Already Tried:
replacing the fuel pump, fuel filter, fuel pump relay, checking the fuel rail, checking the emergency fuel shut off switch.

Reply to Hammer Time's Post: yes, The fuel pump will not shut off at all. I have let it run for about 20 mins at a time and it never did shut off. when the problem first started, it would run for about five min. the shut off, the truck would start and run fine. now it just runs and runs and will not shut off at all. Thank you in advance for any helpfull info.
