Dash Lighting

I have a 1998 FOrd Explorer XLT 4D and I have a problem with my interior dashboard lights. All of the warning lights work when I turn the car on, and the headlights work when I turn the switch to the on position, but none of the dash lights come on (dash or radio display. The dimmer switch has no effect on the lights when I move it from the dark to bright position. The overhead door light works when I open the door or actuate the switch. 1) Could the switch be the problem? It still seems to hit all of the detents (off, interior, headlamps). 2) Do I need to remove the entire dash face to get to this switch? Thanks
