Turn Signals, brake lights, and hazards not working

I have a 1996 ford thinderbird and the turn signals and bottom brake lights along with hazards stopped working at the same time. I checked all the fuses and none looked to be blown. I have a volt meter to test if power is being put out in the outlets for the fuses themselves but I'm not sure wxactly where and how to plaxe the contact rods for the meter.
