Expected repair cost - Replacing the VSS in a '97 Sable

Could someone please tell me how much i could expect to pay (average) to have the 'Vehicle Speed Sensor' replaced in a 1997 Mercury Sable Wagon. The reason behind my question is 1). I research and diagnosed that the VSS was the cause for the cars tranny, speedo and temp gauge to act irregular. 2). I informed the shop foreman that I felt the VSS was malfunctioning and wanted it checked and replaced if failing. 3). He elected to spend 2 hours 'troubleshooting' the electrical/console of the car before even testing the VSS. I was charged nearly $500 (@$95hr) - I expected to pay no more than $250. How many hours of labor does this repair typically take? Thank
