When Im driving my car The Rpms go from 1000 to like 3000 or higher, kind of like the car is accelerating by its self?

Hello!

Is the car actually speeding up when this happens, or is the engine speeding up but the car remains at the same speed? Also, what is the make, model, year, and engine of your vehicle, and is it a manual transmission or an automatic transmission?
