The ignition switch on my '99 Chry T&C

The ignition switch on my '99 Chry T&C Van is locked (the shift lever also seems to be locked tighter than normal). Have tried pulling the steering wheel hard both directions, moved the adjustable steering column up & down hard, tried rocking the car & tried graphite into the ignition switch. Any other suggestions?
