I have a 93 Honda Civic EX 1.6 Vtec and i have an idle problem.

When I start the car up it idles at about 4000 rpms. then after about a minute or so the idles starts surging from 800rpm to 2700rpm or so. i have replaced the coolant temp sensor the throttle angle sensor and the temp switch. the car just had a tune up new o2 sensor, etc.
the car had a cracked exhaust manifold and i replaced it with a 4-2-1 header. i have thought about the idle air control valve but i was told that when you crimp one of the vacuum lines on it the idles should level out if the sensor is bad. it did not level out and i am ASE P2 certified and i am stummped. any help would be greatly appreciated.
