I have a 1980 chevy full size pick-up 350 eng.
I having problems with my charging systum its got a new battery, starter, and I had the alternater tested and it was good. but when I hook milti-mete up to the battery cables its only putting out 8.00 volts Is there some kind of regulator?   
If not you got any ideas?

Pre-1981 Chevrolet pick-up 350

Already Tried:
new battery,battery cables,fuseible-links by starter,new starter, alternator tested.
