i have a 1988 honda civic dx 1500 that i drive to work ...

i have a 1988 honda civic dx 1500 that i drive to work every day about 36 miles each way and mostly interstate miles in the morning when I'm going to work when the vechicle gets to around 55 to 65 mph it starts surge while holding the accelerator steady
what can cause this?
