cooling fan on 2000 ford focus keeps running?

Just bought a used 2000 ford focus, 2.0, single overhead cam, runs great but, notice on inspection that the fuse to the radiator cooling fan was blown, so, replaced fuse but, the fan just keeps running. Replaced the engine coolant temp. sensor, still same. Looks like there should be two fan relays according to the fuse box diagram but, only see one. Even I remove that one still the same. Any ideas on what is causing this problem.
