I have a 1995 Ford Taurus I just bought and while i'm driving it, it feels and sounds like it revs, or shifts down... It's like something is holding it back out of nowhere... but it only lasts a few seconds, but it does this pretty often... It doesn't matter if the car is hot or cold.. it does it when it's both...

The previous owner said that the transmission checked out ok.. dont know if this is reliable information...

I had a huge problem with the Taurus. There is a bundle of wires that attach to the fusable links that run right by the engine. The Taurus has the worst motor and trans mounts. They break, create enough slack in the trans to bump that bundle and depending on which wire it happens to be knocking on, in my case, the ignition wire, and you never know when it will work or when it won't. Like having a possessed car, huh?

First, the mounts are micky mouse.Change the trans mounts. But to address your problem, you have a short.
