electrical problem

I have a 1998 saturn. When I attempt to start the carall the light come on but no starter engage. problem was intermittent. Thought clutch safety switch was problem. Jumpered connection with paper clip. Still had intermittent problem with starting. Car acted as if I did not push the clutch all the way down. I can pus start the car with no problem. I even here the fuel pump relay operate and the fuel pump engage.
