Unless you have certain credentials, you will not be able to
obtain the personal info of previous owners. There are many companies
on the internet that can provide Vehicle Ownership Reports, but it is
against the law for them to show names, due to the Driver Privacy
Protection Act. Also, there is no computerized database for pre-1981
VIN's because the 17 digit standard started in 1981-- so CARFAX won't
help. First, try checking with the local DMV just to be sure.

In order to obtain the names of owner's, you would have to have certain credentials, such as:
- Auto manufacturers
conducting a recall of parts or vehicles.
- Government
agencies or private investigators with proper credentials
and reasonable cause (such as if your car was stolen).
- A legitimate
business verifying information for employment purposes.
- Insurance agencies.
- Towing companies.
- Companies,
like bus lines, that may need information about their
commercial drivers.
- A person or
agency that you have given written permission to access
the information.

So unless you have the right access, you can't get the names of
previous owners. You might wish to check with some local Private
Investigators to see if they will help.
