My car revs up and down and idles at a high rpm. How can i fix this.

My rpms rev up to 2000 when in neutral and in park when I'm not even pressing on the gas. It also idles at a high rpm. I recently had it fixed and the battery was unplugged. I have heard if i reset the computer by unplugging the battery that could help? How can i make the rpms come down and not rev up and down.
