i have a caprice old police car l it shifts fine from st

I have a 1995 Caprice(old police car 5.7L) it shifts fine from 1st into second but will not engage 3rd. Loss of power after it shifts out of second. Any ideas on what to replace.

Changed trans fluid and filter twice
