I had unauthorized auto repair done to my car. I took it to the garage to get inspected and now the mechanic said he did all this work and I owe$1,400. Do I have any recourse

According to the rules and regulations for most states regarding unauthorized repair you do have help. Check with your local Motor Vehicle Departments Website and look through the links. Most states have a consumer protection agency. The registered repair shops must supply a complete estimate of repair and get approval from the customer before any work is performed. I must say that I am quoting New York State Law but I do know other states offer the same protection. In addition, if the repair shop is a licensed inspection facility they have other rules and regulations to abide by.
In any event, you must notify your local MVD for direction, I am sure you will find someone to assist you.
