my car won t start the starter ingages but the engine

My car won't start, the starter ingages, but the engine does not quite turn over.

Optional Information:
1991 Chevrolet S-10 2.5 L

Already Tried:
Installed a new starter, and checked the wires coming from and going to the coil.
