honda civic dx speed no heat in car but radiator was

91 honda civic dx 4 speed, no heat in car but radiator was low, now filled but still no heat in car, temp. gauge reads normal.

Optional Information:
1991 Honda civic 4cy

Already Tried:
new antifreeze, radiator cap, cleaned out resovior, but not sure what else can be due to it also looses heat when idling
