The car that I just bought seems to have a build-up oil ...

The car that I just bought seems to have a build-up oil sludge by just looking through the oil filler. But the engine still runs smooth. How would I remove the oik build-ups? Can I flush it with something else?If so, is it safe for the engine? Thanks
