I was driving on the highway and my car was not going

I was driving on the highway and my car was not going to high gear. I could get it up to about 55 mph at 5000 rpm but it would not go any higher. I can drive around town with no problem but the highway I can't go over 55 mph. Is this a transmission problem or is it a computer problem?
