I have a 97' ford escort. it will not start. I jumped

I have a 97' ford escort. it will not start. I jumped it last nite and it ran good, but it will not start today. I bought a new battery and every cuts on when I first hook up the battery, then cuts off when i try to start it. then when i try to start it again nothing happens and all the lights are really dim. and there is a fuse box under the hood of the car the clicks realy fast. the product number is H270 dc12V20A N.O IMASEN 7021
