Why is the right rear tire on my 2000 Dodge Caravan not spinning when the car is in Drive or Reverse?

Has anyone pulled the parking brake latley? it maybe stuck on when you get rust and corosion in the manual cable that runs to that brake assembley it may have stuck, if thats the case spray some rust peneatrant like PB Blaster on that cable. Or you may have to cut the cable and replace it.

The parking brake has not been working properly for quite some time. I did drive through rain on
Monday and then the temps here in Iowa fell well
below freezing that same day, could it be that something is frozen? My husband did get the parking brake to engage when he looked at it on Tuesday evening. It did appear that the brake release pull worked but maybe not on that one side?
