91 Civic hatchback--When car is started, it idles high until warmed up (normal) and then idle speed decreases to normal idle. However, the idle speed then increases and decreases continually. If I put my foot under the accelerator pedal and apply a slight back pressure, then it returns to normal low idle. However, once the car is driven, at every stop the continous increase and decrease resumes until I apply back pressure on the pedal once again with my foot.
