92 dodge shadow fuel pump

My fuel pump is not turning on. This is after my timing belt broke. I replaced the timing belt and when I tried to start the car I noticed I didnt hear my fuel pump when I turned the key before it tried to start. I replaced the fuel pump and it still not operating. I replaced the relay for the fuel pump and it made no difference. My battery is fully charged and my engine is turning over but its not getting fuel because I cant get my new fuel pump to work.

Reply to Marc's Post: I have spark and I have 12 volts to the relay, but I dont have power at the pump. Would timing the engine wrong cut power to the pump

I thought it might be the fuel pump fuse but according to the diagram it is before the relay, and I have 12 volts to the relay, so that means the fuse is ok, right? the only other thing it vould be since the pump is brand new is a faulty wire from the relay to the pump, right? At the pump i get 3-4 volts when the key is turned.
