You will have to get the car on a lift to remove the wheels and determine which wheel is causing it. It can be

  1. A frozen caliper piston
  2. Frozen caliper slide
  3. Internally ruptured flex brake hose
  4. Master cylinder prtoblem due to defect or contaminationj with something other than brake fluid

In the rear you can have

  1. Frozen wheel cylinder
  2. Parking brake cable sticking and not releasing
