Question

96 plymouuth breeze will not start when fan belt is on

The fan belt on my 96 plymouth breeze came off causing me to break down on the freeway. When I had it towed home I tried to start it up and it started, no problem. I went and bought a new belt and installed it. The engine would not start, it would not turn over. The other day I took the belt off and the car started right up. What am I doing wrong. I made sure not to tighten the belt too tight, and tried starting it with different tensions on the belt, all with the same result.
