dangers of using emergency flares

Is it possible for emergency flares put down at accident
sites to cause a gas tank to explode? I have heard they
produce a lot of heat. My friend got worried when she
saw a car start to drive over one but then had to wait
there for the green light so the flare was under the rear
of the car. She said that the heat from the flare could
cause a fire?

It would only be dangerous only if the was any exposed gasoline in the air or on the vehicle from a leak or spill. It can't harm a sealed gas tank. It it happened to come in contact will a rubber hose or wiring, it would melt it, but it would have to have direct contact.
